Earlier this year, the ministry had constituted a seven-member panel headed by former ISRO chief K Radhakrishnan to recommend corrective measures for the NTA entrance exams. This was done amid allegations of NEET UG 2024 paper leak. The Center had also found that the integrity of the University Grants Commission National Eligibility Test (UGC NET) had been compromised, leading to its cancellation a day after it was conducted. Both the exams are conducted by NTA.

In June, Radhakrishnan said the panel would approach students and parents to seek their concerns and suggestions on how to build a robust and tamper-free entrance examination system. In July, the central government is considering changing the NEET UG to a CBT format similar to the engineering entrance exam JEE Mains. According to media reports, the idea is being discussed in the relevant committee, which has been tasked with making the relevant changes, but no formal instructions have been issued yet. The recent controversy over competitive exams has reinforced the idea that these exams need to be conducted online.

Conducting online examinations and using a hybrid model, where question papers are transmitted digitally and candidates’ answers are recorded on paper, are among the measures suggested by the panel to phase out medical entrance exams. The President said that the process of implementing the recommendations of the expert committee has started. On NEET, he said based on consultations and discussions with the ministry, committee and NTA, there is every possibility that we are moving towards CBT.
