The ECB believes that if England’s performance deteriorates for some time and the team goes into the second category (Division-2), it will not be able to compare them with big teams like Australia and India-which are their most important and profitable matches.

The team that does well in Tier-2 and promoted it in Tier-1 and the team that performed poorly in Tier-1 should be demoted and sent to Tier 2.
