The Supreme Court made it clear in the guidelines issued to the entire country in the ‘larger public interest’ that banks and financial institutions will not lend to any building without verifying the completion/occupation certificate and Electricity, water and sewage connections should be given only after seeing the certificate from the service providers. In other words, incomplete buildings will not get loans or electricity, water and sewerage connections. Departmental action has been ordered against the officials who wrongly issued completion/occupation certificates. A bench of Justice JB Pardiwala and Justice R. Madhavan said, “The building be it residential or commercial, any authority including Municipal Corporations of the States/UTs without fulfilling the above conditions shall obtain necessary approval or License will not be issued.”
