Online Gaming Bill 2025: Union Electronics and IT Minister Ashwini Vaishnav on Monday introduced a bill 2025 related to the encouragement and regulation of online gaming in the Lok Sabha. The purpose of this proposed law is to organize e-Sports, educational games and social gaming in an organized manner while the online games based on money will be tightened.

The government has defined e-Sports as skill-based competitive sports that are played under rules and standards in virtual erina. Professional tournaments and competitions have also been included in this.
On the other hand, sports in which money or precious items are put in place are considered as “money games”. That is, e-sports will be seen as sports and competition while sports like gambling will be completely banned.
New regulatory authority will be made
This bill provides for creating an independent regulatory authority that will give direction to the policies of the online gaming sector, promote development and monitor compliance with all rules. It will also have the power to stop the operation, advertisement or promotion of any online money game. Whether that game is running on mobile, computer or internet platform.
What is special in the bill
Under this law, banks and financial institutions will be prevented from doing real-money gaming transactions. Also, advertisements of such games will also be completely banned. At the same time, it has been said to promote e-sports and skill-based non-economic sports. In addition, strict action will be taken on without registration or illegal platforms. The government aims to create the same type of legal structure in this area so that confusion and disputes in different states can be reduced.
Why did the government bring this initiative
In 2023, the government imposed 28% GST on online gaming. Apart from this, 30% tax is being imposed on the victory from such sports since FY 2025. Gaming platforms running abroad have also been included in the Indian tax system. In December 2023, illegal betting was declared a criminal offense by amending the Indian Code of Justice (Bharatiya Nyaya Sanhita), which could be sentenced to seven years and a heavy fine. In the last three years, the central government has blocked more than 1,400 websites and apps which were related to online betting or gambling.
Concern about drugs and addiction
The Ministry of Education has issued a warning to parents and teachers that gaming addiction in minors is increasing rapidly. At the same time, the Ministry of Information and Broadcasting has instructed the broadcasters to show a warning message on the financial threats of gaming.
